Spanish syllables cannot begin with s followed by another consonant, so an e- steps in front: special → especial, station → estación, student → estudiante. Once you hear it you cannot unhear it — and it explains why Spanish speakers say “e-Spain”.

Why does Spanish do this?
Latin s + consonant clusters were unstable in early Romance, and a prop vowel appeared to make them pronounceable. Spanish, Portuguese and French all show it; Italian mostly solved it a different way.
Does the e- ever appear as i-?
Not in Spanish. Words like escuela, estado and esquema all take e-.
